The Land Transportation Office (LTO) has stated that all drivers who wish to renew their driver’s license must now complete Comprehensive Driver’s Education (CDE) and acquire a certificate before their renewal application can be approved. The CDE is no longer only required for new drivers; it is now required for license renewals. So, let’s take a closer look at CDE, see what it’s for, and how you may get a certificate.

Importance of Comprehensive Driver’s Education (CDE)

The CDE serves as a refresher course for drivers renewing their licenses. It covers topics such as road safety, traffic legislation, driving obligations, traffic rules, regulations, and the associated punishments.

Because this is a legal requirement, it is critical to follow it. The CDE follows a provision in Republic Act No. 10930 that permits the LTO to prolong the validity of a license for up to ten years for motorists who have not had any traffic violations before renewal. If a driver does not have a traffic violation record, they can now apply for a 10-year license. However, those with current records can only apply for a 5-year renewal.

Starting October 28, it will be implemented in the Central Office-Licensing Section and the Quezon City Licensing Center (QCLC). On November 3, 2021, it will be followed by other offices in the National Capital Region. The schedule for locations outside of Metro Manila will be released soon.

In an interview with CNN Philippines, LTO Chief Edgar Galvante stated that individuals who are not aware of driving rules and regulations, those who do not follow the law, and those who do not observe road etiquette are the causes of road catastrophes. As a result, a refresher course is an endeavor to help drivers enhance their performance.

Center for Developmental Education Program

LTO Driver’s Education Centers (DECs) (offline), Land Transportation Management System (LTMS) Portal (online), and LTO-accredited driving schools all offer the CDE Program.

Visit the portal > go to E-Learning > click Driver’s License Renewal Course to take the Driver’s License Renewal Course online. The portal provides audiovisual courses designed exclusively for non-professional and professional drivers that may be completed in less than five hours.

It’s worth noting that the CDE Program is available for free at LTO’s DECs and online.

What is the procedure for obtaining a CDE certificate?

A driver’s education exam is required to obtain a CDE certificate. Those who complete the CDE program on DECs must take the exam in person, whereas those who complete the course online can use the site to take the CDE Online Validation Exam.

To earn a certificate, look up the passing score:

• Non-Professional: 50% correct answers out of 25 questions or at least 13 correct answers.

• Professional: 50 percent right answers out of 25 questions or at least 13 correct answers.

To complete the CDE Online Validation Exam, you must first log in to your account. Once drivers pass the exam, they will receive a CDE certificate. The certificate must be delivered to the LTO Licensing Renewal Official to process the renewal application. Those who fail the CDE exam may retake it until they pass it and receive a certificate, according to the LTO
